The Emergency Rehabilitation of the I-10 Twin Spans

The Emergency Repairs of the I-10 Twin Spans was a contract bid amid a flurry of public and media criticism of numerous no-bid projects being given to contractors by the federal government in the aftermath of Hurricane Katrina. The Louisiana Department of Transportation and Development assembled a bid package and held a pre-bid meeting only eight days after the damage occurred. The project was bid two days later and a contract was awarded that same day, Friday, September 9, with the Notice to Proceed issued for Monday, September 12, two weeks to the day of the hurricane. The Twin Spans project was publicly bid and won by Boh Bros., a New Orleans-based contractor. When the project started, New Orleans was still under a mandatory evacuation order, and much of the city was still under floodwaters. Over 80% of Boh’s employees were displaced from their residences and living in some type of temporary quarters. Mr. Schexnayder will share with us some of the remarkable ways that Boh Bros. was able to repair this vital transportation artery – the ‘road to recovery.’
